香工業總會年報 2020-21 FHKI ANNUAL REPORT 2020-21 7 此外，工總多年來努力向政府爭取支持工業的政策和措施，今年度政府回應業界訴求，撥款 20 億元推行「再工業化資助計劃」，資助生產商在香設立新智能生產線，為香「再工業化」發展注入新動力，也足見對香工業發展和「香製造」優質品牌的重視。工總亦喜見政府著重創科及高端產業人才培育，短時間內落實「大灣區青年就業計劃」細節，助香年青人把握大灣區的發展機遇，其中專為創科而設的職位，由最初公布的 400 個增加至約 700 個，反映政府對培育創科人才的決心。工總亦於本年度正式成立「教育委員會」，在未來科研或創業路途上支援莘莘學子，最新與香城市大學攜手合作籌辦的「環球精研與科創課程」，理論與實踐並重，有望孕育新一代科創人才；多個行業分組陸續亦與院校合作，為本地創科學生提供實習機會，帶領工總向我上任時訂下的「工業年輕化」目標邁進一步。因應疫情持續，工總多次建議政府推出及優化措施，改善中小企資金流，括將「中小企融資擔保計劃」下推出的「百分百擔保特惠貸款」的申請期延長一年至 2022 年中，簡化申請程序並加快審批速度；以及檢視「預先批核還息不還本」計劃的操作情況，按需要進一步延長還款期，便利企業資金周轉。除此以外，工總樂見政府推出「保就業」計劃，突破性向企業提供工資補貼，及推出「回易」計劃便利粵澳三地人員跨境往來，有跨境企業的運困難，盡快復三地通商。本年度內，全國人大通過《全國人民代表大會關於完善香特別行政區選舉制度的決定》，從國家層面完善香特區選舉制度，將發揮正本清源的作用，政府亦在短時間內為今後選舉訂立下了清晰框架。工總深信完善香選舉制度能化解社會紛爭，保障本地商環境，維持長遠繁榮穩定，並期望工商及社會各界支持修訂，讓草案早日得以落實，社會事務重上正軌。融入國家發展大局　拓展海外新興市場今年國家正值《十四五規劃綱要》開局之年，給予香大量機遇及廣闊舞台，並且在多個經濟及社會範疇中重點支持香和大灣區的發展，括建設香成為國際創科樞紐、提升香貿易中心地位、投資創科人才培育，從而為香長遠發展奠定基礎。香工商業應當好好把握是次國家經濟發展所帶來的機遇，全面部署參與國家「雙循環」，積極投入大灣區建設，拓展內銷市場。 In response to the ongoing pandemic, FHKI spares no effort in advocating for relief measures and enhancements in support of the small and medium- sized enterprises' ("SMEs") cash flow, which have been actively followed up by the Government. To further alleviate the financial pressure of SMEs, enhancements have been made to the Special 100% Loan Guarantee of the SME Financing Guarantee Scheme, where the application period has been extended to mid-2022 with streamlined application procedures; the Pre-approved Principal Payment Holiday Scheme has also been reviewed and extended. Furthermore, FHKI appreciates the Government's effort in launching the "Employment Support Scheme" amid the hard times to provide wage subsidy for enterprises. The "Return2hk Scheme" was also implemented to facilitate the cross-border flow of business personnel in Guangdong, Hong Kong and Macao, thereby helping enterprises overcome day-to-day operational difficulties and ramping up for the recovery of cross-border econoimic and trade cooperation. This year, the National People's Congress passed the "Decision of the National People's Congress on Improving the Electoral System of the Hong Kong Special Administrative Region" to enhance Hong Kong's electoral system at root. The Government also took forward the amendment exercise of local electoral legislation immediately. FHKI believes that the improved electoral system is conducive to resolving various deep-seated problems besetting the city and beneficial to the long-term stability of Hong Kong's business environment. We sincerely hope that various industrial and social sectors would fully support the amendments, establishing an electoral system that will carry Hong Kong's society forward along the right track. Riding on National Strategies to Explore Emerging Markets The launch of the 14 th Five-Year Plan in Mainland China brought about various opportunities for Hong Kong to take part in the regional economic and social developments. The Plan outlines pathways for Hong Kong to become the international I&T hub of GBA, foster the position of regional trading hub and invest in I&T talents, and therefore achieving long-term prosperity. It is now the golden time for the Hong Kong industry to seize opportunities and integrate "dual circulation" into business strategies by getting involved in GBA developments and internal circulation. 6 Besides, FHKI strives for industrial policy and support measures by conveying the industries' views to the Government. In this financial year, the Government has rolled out the $2 billion Re-industrialisation Funding Scheme, aiming to encourage manufacturers to develop advanced production lines in Hong Kong, injecting impetus for the industry and endeavour to re-build the "Made in Hong Kong" brand. FHKI is deeply motivated that the Government has been actively stepping up investment in nurturing I&T talent for advanced industries. Earlier this year, the Government swiftly launch the "Greater Bay Area Youth Employment Scheme" in a bid to support young people to pursue their career in the Mainland cities of the GBA. The number of I&T positions under the Scheme was extended from 400 to 700 places, reflecting the Government's commitment to cultivating talents in I&T industry. For more, FHKI sets up the Education Committee in 2020, aiming to pave the way for young talents in their pursuit of career or entrepreneurship in the industrial sector. This year, FHKI joined hands with the City University of Hong Kong to launch the Global Research Enrichment and Technopreneurship Programme. With an all-rounded curriculum of theoretical and practical components, the Programme aims to cultivate next-generation I&T and industrial talents. Besides, industry groups under the auspices of FHKI teamed up with local institutions to offer internship opportunities to local STEM students.
