香 工業總會年報 2020-21 Chairman's Statement 主席報告 Chairman Dr Daniel Yip 主席 葉中賢博士 5 2020-21 年是危機中載有「轉機」的一年。一方面， 香 飽受新冠肺炎疫情衝擊，經濟民生面臨前所 未有挑戰，多個行業受到嚴重影 ，失業率創下 近年新高；另一方面，全球疫情反覆，環球經濟 未有 色。香 面對內憂外患之際，企業 商環 境及市民生活模式出現了翻天覆地的轉變，形成 一種「新常態」。在此前景未明朗情況下，工商界 有升級轉型的逼切需要，逐能於競爭中保持優勢。 六十年來，香 工業總會（「工總」）一直與工商業 界風雨同行，過去一年即使疫情反覆，仍透過線 上直播、網上展覽會和研討會等多元化渠道，與 會員企業保持聯繫，助他們緊貼國內外雙循環、 《區域全面經濟夥伴關係協定》（ RCEP ）的策略，把 握更多機遇。適逢今年是國家《十四五規劃綱要》 開局之年，綱要為香 提供明確的發展道路及在 國家經濟中的戰略定位，工商業界務必好好抓住 這次重大的歷史機遇，善用粵 澳大灣區的獨特 優勢，在危機中尋找轉機。 推動「再工業化」為業界發聲 創新科技和智能生產是本地再工業化發展的基 礎。這一年來，工總多次向特區政府倡議有關香 創新科技發展及再工業化的政策，喜見建議獲 正面回應。《施政報告》中政府提出在深 科技創 新合作區的深圳園區和落馬洲河套的香 園區， 實現「一區兩園」的理念，協助有興趣進軍大灣區 業務的企業先落戶深圳，推動 深兩地的創科產 業生態鏈，同時創造大量就業和創業機會。 The year 2020-21 was full of profound challenges as well as a breadth of opportunities. The outbreak of COVID-19 has brought unprecedented disruptions to people's livelihood and the business environment, leading to a record-high unemployment rate in Hong Kong when global trade and the economy remains sluggish. While Hong Kong is facing tremendous uncertainties both internally and externally, we also observed the opportunities under the "Next Normal", arising from changing business modes and consumer behaviours. It is imperative for industrial and commercial sectors to upgrade and transform their core business in a bid to adapt to the ever-changing market and maintain a competitive advantage. Federation of Hong Kong Industries ("FHKI") has been standing together with the industrial and business communities for the past 60 years, no matter in prosperity or adversity. Notwithstanding the on-and-off pandemic, FHKI stays in close contact with members via diverse channels. Through live broadcasts, virtual exhibitions and webinars, the industries can keep abreast of the latest national developments on domestic and international "dual circulation" and the "Regional Comprehensive Economic Partnership Agreement" ("RCEP") to seize opportunities from national strategies. The "Outline of the 14 th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" ("the 14 th Five-Year Plan") has also defined the development path and strategic position of Hong Kong in the national economy. We are delighted that Mainland China is proactively and progressively taking forward the development of the Guangdong-Hong Kong-Macao Greater Bay Area ("GBA"). The industrial and business communities should capitalise on the advantages brought by these national strategies to bolster competitiveness in this opportune time. Voice for the Industries and Promote Re-industrialisation Innovative technology and intelligent manufacturing are the major fronts for the development of re-industrialisation in Hong Kong. FHKI was glad to see the Government's determination to foster the advancement of innovation and technology ("I&T") and re-industrialisation by taking up some of the policies advocated by FHKI over the years. In the latest Policy Address, the Government suggested the joint development of the Shenzhen/Hong Kong Innovation and Technology Co-operation Zone, which comprises the Shenzhen Innovation and Technology Zone and the Hong Kong-Shenzhen Innovation and Technology Park at the Lok Ma Chau Loop. This "one zone, two parks" arrangement will allow enterprises which are interested in starting their business in the GBA to establish an early presence in Shenzhen, fostering the development of cross-border I&T value chain and creating employment and start-up opportunities for people of Hong Kong.
