FHKI will continue our efforts in policy advocacy for our members to create a better business environment for the industries. ADVOCACY FOR INDUSTRIES 為工業界發聲 就勞工議題爭取合理方案 工總不時就勞資議題為業界發聲，就勞工政策提 出可行建議。過去一年，香 企業備受疫情和中 美貿易磨擦的夾擊，經 日趨困難。就此，工總 多番向政府爭取，維持現行最低工資水平，助企 業 過艱難時刻，待經濟活動、人流貨流等逐步 復後重展生機。工總欣見政府接納業界建議， 在 2021 年 2 月宣布凍結最低工資，讓企業得到喘 息空間；亦落實不少措施，助企業穩定現金流、 開展電商業務、拓展內銷和東盟巿場等，憑著「保 企業」以「保就業」。 今年，工總亦就著勞工處《提高職業安全及健康法 例的罰則》一事提出建議。此罰則對相關業界的財 政影 深遠，尤其現時經濟不景，更會對中小企 帶來沉重負擔。工總建議當局在檢討法例時須清 晰釐定指引或懲罰標準，並積極與各界團體商討 合適的折衷方案。 Negotiating for Reasonable Solutions on Labor Issues FHKI spoke for the industry on labour issues in a united voice and proposed feasible suggestions on labour policies. In the past year, local businesses have been deeply stressed by the COVID-19 pandemic and China-US trade dispute. FHKI urged the Government to maintain the current level of minimum wage to help enterprises tide over the rough moment and revive after recovery of economic activities and the flow of people and goods. FHKI welcomed the Government announcement to freeze the minimum wage in February 2021, allowing enterprises some breathing space amidst the sluggish economy. The Government also implemented various measures to help enterprises stabilise cash flow, develop e-commerce and expand sales to Mainland and ASEAN markets, so as to "Support Enterprises and Safeguard Jobs". Meanwhile, FHKI submitted opinions on the "Raising the penalties under occupational safety and health legislation" to the Labour Department. This amendment will bring sustained financial impact to the concerned industries and create a heavy burden on SMEs under the current economic downturn. FHKI recommended the authorities to develop precise guidelines and define penalties during legislation review, and explore feasible compromises with key stakeholders.
