香 工業總會年報 2020-21 FHKI ANNUAL REPORT 2020-21 31 就《施政報告》與《財政預算案》 提交意見 藉著每年度《施政報告》及《財政預算案》的公眾諮 詢,工總均廣泛吸納會員建議,向政府提交意見 書。去年《施政報告》接納工總多項意見,例如由 貿發局推出一站式「 GoGBA 」平台及 運「網上香 設計廊」,助 商進軍內地大型電商平台及拓展 內銷。工總代表亦參與由香 生產力促進局主辦 的《施政報告》創新科技界別諮詢會,建議政府在 再工業化及創科等方面增撥資源,特別是投資加 強培育專才,尤其是人工智能、生物科技、機械 人技術等方面的高端人才。故此本會多次建議政 府增撥資源予自資院校,開辦更多與現代工業相 關的應用學位課程,以及優化職業專才及應用學 習等,以應對工業人才的需求。 本年度工總與商界聯席舉辦了「財政預算案網絡 研討會」,邀請財政司司長就 2020-21 年度《財政 預算案》進行交流,商討如何協助企業在疫情下渡 過難關。工總喜見政府在預算案中採納了我們在 意見書的建議,重點投放資源支援中小企疫後復 甦,除了 95 億元的企業紓困措施外,更向 BUD 專 項基金注資 15 億元,擴大資助地域及提高資助上 限,同時繼續推行遙距 商計劃、向貿易發展局 撥款推動商務數碼化等。工商業界期望有關措施 盡快落實,為經濟復甦注入動力。 推動創新科技與「再工業化」 工總積極推動創新科技發展,作為香 再工業化 及製造業持續成長的支柱。在 2020 年 8 月,工總 去信創新及科技局,促請當局放寬「遙距 商計 劃」和「科技券計劃」中限制有關「關聯企業」申 請資助的限制,讓更多企業透過政府資助計劃, 為業務升級轉型,進而惠及本地經濟發展,及後 獲得政府正面回應。工總亦於 2021 年初與創新科 技署潘 署長會面,就優化「研究人才庫」、「再 工業化資助計劃」和「大灣區青年就業計劃」等的 細節上進行討論,應對企業 運需要。 另外,工總在年內開展《香 製造:香 工業啟新 章》大型研究,為香 制訂長遠而全面的工業政策 提出數據參考及倡議。詳情請閱《工總六十周年鑽 禧》章節。 30 促進產業環保升級 推動循環經濟 作為減廢回收、推動循環經濟的第一步,工總支 持立法會盡快通過《 2018 年廢物處置( 市固體廢 物收費)(修訂)條例草案》,有助推動公眾實踐源 頭減廢,鼓勵妥善處理廢物分類及回收,完善香 資源循環鏈。政府亦在年內推出《香 資源循環 藍圖 2035 》及《香 電動車普及化路線圖》,為香 邁向 2050 年碳中和目標提供清晰路向,讓業界 可及早把握商機,參與回收及環保產業。 此外,工總在 2021 年 3 月開始就「塑膠飲料容器 生產 責任計劃」諮詢業界及會員企業意見,並 將歸納各方觀點以向政府提交建議。 Backing Environmental-friendly Industries and Developing Local Circular Economy As the first step in waste reduction and recycling for building a circular economy, FHKI strongly supports the Legislative Council to pass the "Waste Disposal (Charging for Municipal Solid Waste) (Amendment) Bill 2018" as soon as possible, which is instrumental to drive waste reduction at the source, encourage proper waste separation and recycling, and enhance the local recycling value chain. In addition, the Government's announcement of "Waste Blueprint for Hong Kong 2035" and " Hong Kong Roadmap on Popularisation of Electric Vehicles" this year outline a clear path for Hong Kong to achieve its goal of carbon neutrality by 2050. All these pose a golden opportunity for the industry to participate and seize opportunities in recycling and environmental-friendly businesses. In March 2021, FHKI began the consultation with industry groups and members on the "Producer Responsibility Scheme on Plastic Beverage Containers", with an aim to submit FHKI's consolidated opinions to the Government on this legislation. Soliciting Policy Support in the Policy Address and Government Budget Through the annual public consultations for Policy Address and Government Budget, FHKI incorporated views and suggestions from members for submission to the Government. In the 2020 Policy Address, a number of FHKI's recommendations were taken into account. For instance, the one-stop GoGBA platform and Online Design Gallery by Hong Kong Trade Development Council ("HKTDC") will serve to empower Hong Kong enterprises to gain access to large-scale e-commerce platforms in the Mainland and benefit from domestic circulation. FHKI representatives also participated in the Policy Address's Consultation for Innovation and Technology Sector organised by Hong Kong Productivity Council. FHKI strongly urged the Government to further allocate resources on re-industrialisation and I&T, especially in nurturing industrial talents on advanced technology fields of AI, biotechnology and robotics etc. Therefore, FHKI recommended the Government to fund self-financed institutions to develop applied degree programmes, vocational training and applied learning courses relevant to modern industries, so as to alleviate the brain drain of industrial talents. This year, FHKI and the business community co-organised "Budget Speech Webinar" and invited Financial Secretary to exchange opinions on how to help enterprises overcome the adversities brought by pandemic through the 2020-21 Government Budget. FHKI was pleased to see the Government adopted our suggestions to support the post-pandemic recovery of SMEs. Besides the $9.5 billion financial relief for enterprises, the Government also set forth a $1.5 billion injection to the "Dedicated Fund on Branding, Upgrading and Domestic Sales" ("BUD Fund") with enhancements like extending geographical coverage and lifting the funding ceiling. In addition, the Government announced the continuation of the "Distance Business Programme" and the funding allocation for HKTDC to promote digital commerce. We anticipate these measures to be rolled out soon to inject impetus for economic recovery. ADVOCACY FOR INDUSTRIES 為工業界發聲 Paving Way for I&T Development and "Re-Industrialisation" FHKI actively advocates for the development of I&T to support Hong Kong's re-industrialisation and sustainable growth of the manufacturing sector. In August 2020, our submission to the Innovation and Technology Bureau urged the authority to relax the restrictions on applications for "associated enterprises" in the "Distance Business Programme" and "Technology Voucher Programme" allowing more enterprises to benefit from the Government's funding schemes to upgrade their businesses and stimulate local economic activities. The submission received positive response from the Government. Besides, the leadership of FHKI met with Ms Rebecca Pun, Commissioner for Innovation and Technology in early 2021 to propose enhancement measures for "Research Talent Hub", "Re-industrialisation Funding Scheme" and "Greater Bay Area Youth Employment Scheme" to match with businesses' operation needs. In addition, FHKI launched the large-scale research of "Made by Hong Kong – The Way Forward for HK Industries" this year to reveal statistics and advocate for formulating of long term industrial policies.
