28 香 工業總會年報 2020-21 FHKI ANNUAL REPORT 2020-21 29 此外,世紀疫情導致全球生產商面對供應鏈斷鏈 風險, 資製造業與進出口業界等均面對經 困 境。工總就此於 2020 年 4 月向行政長官提交「懇 請協助 資製造企業及進出口業界渡過難關」意 見書,反映疫情下業界的苦況及訴求,提出多項 「 企業、保就業」的建議,如放寬中小企融資擔 保計劃申請條件及政府資助基金要求、提供一筆 過津貼等,並與官員及相關機構多次會面商討細 節。 為使粵 澳三地的人流物流在疫情下維持有效運 作,工總特意與國務院 澳事務辦公室副主任黃 柳權先生會面,商討如何推動三地政府協調健康 碼制度的互通互認安排,讓經貿活動儘早 復。 另外,工總亦獲邀出席由行政長官辦公室舉辦的 「疫情下的跨境安排」座談會,為工商業界通關安 排建言獻策。 香 廠商和進出口業界過去一年屢被海外客戶拖 延甚至取消訂單,影 企業的資金流。工總隨即 與工業貿易署代表會面,商討抗疫基金出口信用 保險及資助等相關事宜,並在 2020 年 5 月與香 出口信用保險局合辦「疫情下出口商如何處理買 家要求」網絡研討會,為業界介紹信保局最新的 支援措施、以個案分享說明買家取消或削減訂單 等處理方法,以及保障出口貨款之可行方法等。 Advocacy for Industries 為工業界發聲 In addition, the COVID-19 pandemic has left global manufacturers at risk of supply chain disruptions. Hong Kong manufacturers and import and export traders are having a hard time sustaining their businesses. In April 2020, FHKI submitted the letter of "Helping Hong Kong Manufacturers and Import and Export Industries Overcome Challenges" to the Chief Executive in order to reflect the actual hardships in daily businesses and propose initiatives to "Support Enterprises and Safeguard Jobs", such as relaxing the application criteria of SME Financing Guarantee Scheme and other Government funding scheme requirements, and provision of one-off relief subsidy. Several meetings have been conducted with Government officials and related organisations to follow up on execution details. In order to maintain the efficient flow of people and goods across Guangdong, Hong Kong and Macao amid the epidemic, FHKI met with Mr Huang Liu-zhuan, Deputy Director of the Hong Kong and Macao Affairs Office, to discuss arrangements on mutual recognition of health codes to facilitate the resumption of cross-border activities. Besides, FHKI was invited to attend the "Cross-Border Arrangements under the Epidemic" Symposium organised by Office of the Chief Executive to reflect industries' views on the issue. In the past year, the cash flow of Hong Kong manufacturers and import and export traders had been deeply affected by postponement and cancellations of overseas orders. FHKI quickly initiated the dialogue with the Trade and Industry Department representatives to discuss the export credit insurance and other subsidies under the Anti-epidemic Fund. A webinar on "How Exporters Tackle Buyers' Requests under the Pandemic?" was held with the Hong Kong Export Credit Insurance Corporation ("HKECIC") in May 2020. HKECIC introduced their newly-enhanced measures, share cases on tackling order cancellations, and suggest feasible methods to protect export payments. Under the COVID-19 epidemic and global diplomatic tensions, Hong Kong's business environment remains challenging in the past year. Besides close monitoring of the status of local industrial developments and worldwide trade issues, FHKI gauges members' views on various concerning issues including the influence of China-US trade dispute to Hong Kong enterprises, the Government's enterprise support initiatives, economic and trade arrangement for maintaining effective exchanges with Guangdong and Macao, re-industrialisation, innovation and technology ("I&T"), as well as environmental protection and recycling. FHKI then put forward submissions to the Government and maintain conversations with relevant officials to advocate for facilitative business policies. 協助業界渡過中美貿易磨擦與新冠 疫情 香 在中美兩國角力中首當其衝,美國政府在 2020 年宣布要求香 生產的商品在出口至美國時 必須標記原產地為「中國」。然而,香 獨立關稅 區的地位備受國際社會認可,在香 出口產品上 標以「香 製造」的標記,既符合本 單獨關稅區 地位和世貿規定,亦為海外消費 提供清晰的產 地來源資訊。工總數度向商務及經濟發展局邱騰 華局長反映意見,並支持政府按世貿解決爭端機 制,要求世貿設立專家小組審議有關爭端,以保 障本地製造商合理權益,並促使兩地經貿關係盡 快重回正軌。 Tiding over China-US trade dispute and COVID-19 pandemic Hong Kong had borne the brunt of the China-US trade dispute slump. In 2020, the US Administration announced the requirement for imported goods produced in Hong Kong to indicate "China" as their origin. Nevertheless, Hong Kong's unique status as a separate customs territory has been widely recognised by the international community. Marking Hong Kong exports with "Made in Hong Kong" is essential in conforming to Hong Kong's custom status with compliance to World Trade Organization ("WTO") rules, as well as to provide foreign consumers with clear and accurate information on product origin. FHKI reflected the industries' concern on this matter to Mr Edward Yau, Secretary for Commerce and Economic Development, and supported the Government to request WTO to establish a panel in accordance with its Dispute Settlement Mechanism to resolve the conflict in safeguarding the interests of local manufacturers and resume the trade relations between two places to normal. 過去一年,香 飽受新冠肺炎疫情及國際關係等 衝擊, 商環境充滿挑戰。工總緊貼香 工業界 發展動態及國際貿易動向,在年內就多項政策, 括:中美貿易磨擦對 商的影 、 府支援企 業的措施、與粵澳維持有效交流的經貿安排、再 工業化、創新科技、環保回收等範疇,聆聽業界 聲音並向政府提交了詳盡建議,更組織與相關政 府官員會面,為工業界爭取政策支援。
