24 香 工業總會年報 2020-21 FHKI ANNUAL REPORT 2020-21 25 "Made by Hong Kong – The Way Forward for HK Industries" Research Since early 2000s, FHKI conducts regular research studies to investigate the operations and development pathway of Hong Kong manufacturers. The findings form the basis for FHKI's policy advocacy to build a conducive environment for the longer term development of industries. In 2020, at our 60 th Anniversary, FHKI initiated the research project on "Made by Hong Kong – The Way Forward for HK Industries" to gather instrumental statistics as the basis for pinpointing Hong Kong's future industrial development and corresponding policy formulation. The research aims to reveal the pain points faced by industry practitioners, especially in the areas of talent development, infrastructural support in manufacturing, relocation of production lines and expanding to ASEAN markets, so that policy makers can address them in a more refined and multifarious approach. With forward-looking industrial policies in place, the manufacturing ecosystem in Hong Kong are set to prosper, allowing home-grown manufacturers to engage in diverse industrial activities with Hong Kong as the basecamp. The Research Team conducted a questionnaire survey and focus group discussions with Hong Kong manufacturers at the end of 2020 to shed light on the shifts in business strategies of Hong Kong manufacturers, as well as the outlook upon R&D investment and relocation of manufacturing operations. Collectively, there are four major transformation strategies adopted by Hong Kong manufacturers in the face of changes in the China-Hong Kong policies and the global business environment. The study pointed out that existing economic statistics restricted "industry" to only local manufacturing activities, without recognition to the economic contributions created by Hong Kong manufacturers' overseas production activities and producer services induced throughout the manufacturing value chain. The report suggested Hong Kong to take reference from advanced manufacturing economies to revisit statistical methods and collate the data needed for formulating of long term industrial policies that will support Hong Kong manufacturers to transform and engage in high value-added industries. In order to provide the stakeholders with advance information on Hong Kong's industries, FHKI released the "Made by Hong Kong – The Way Forward for HK Industries" Interim Research Report in January 2021, which was widely covered by local and oversea media. The final report will be released in July 2021. 工業家論壇 2020 :邁向後常態 工總作為工業界領航 ,是會員企業與 政要、商界翹楚、以至學、研界持份 溝通交流的重要橋樑,為香 工業的發 展籌謀出路。在 2021 年 1 月,我們在疫 情下首度以網上形式舉辦「工業家論壇 2020 :邁向後常態」,吸引逾 600 名觀 眾收看直播。作為六十周年慶祝活動之 一,論壇由香 特別行政區行政長官林 鄭月娥擔任主禮嘉賓,商務及經濟發展 局邱騰華局長、創新及科技局薛永恒局 長,以及多位來自本地商會、公 機構 及大學的重量級講 參與研討會,就著 「後常態下的機遇與挑戰」及「協作共贏 駕馭後常態」兩個主題分享觀點,助業界 了解行業局勢,把握轉型時機。 《香港製造:香港工業 啟新章》研究 自 2000 年代初 ,工總定期進行調研, 理解 資廠商的 運及發展動向,進而 作出政策倡議,以助工業界長遠穩健發 展。在 2020 年,藉著六十周年鑽禧會 慶,工總開展了《香 製造:香 工業啟 新章》研究,為香 未來工業發展的定位 及政策制訂提供重要的數據參考,協助 政府針對工業界所面對的痛點,例如缺 乏工業專才、工業基建配套、轉移生產 線及開拓東南亞巿場等,作出更長遠的 部署,逐步完善本地的製造業生態圈, 助有志的 資廠商能以香 為核心,發 展多元工業。 研究團隊以大數據分析 資廠商的經 實況,並於 2020 年底對 資廠商進行問 卷調查及焦點小組座談,了解其經 策 略轉變、投資研發及將生產線回流香 等方面的最新取態,從而歸納出 資廠 商在面對中 政策轉變及環球經 環境 變化時所採取的四個主要轉型策略。研 究中指出,現時香 經濟數據對「工業」 的定義局限於本地產品製造工序,未能 全面反映 資廠商在海外生產工序、以 及在產品製造過程中衍生的生產性服務 業對香 經濟作出的貢獻。報告建議香 應參考區內的先進工業經濟體,修訂 統計方法及收集確實數據,並以助 資 廠商以升級轉型、參與高增值工業為目 標,為香 制訂長遠而全面的工業政策。 為助持份 及早掌握香 工業實況,工 總於 2021 年 1 月先行發布《香 製造:香 工業啟新章》研究的中期報告,獲本 地及海外媒體廣泛報導。完整報告將於 2021 年 7 月發布。 Industrialist Forum 2020: Propelling to the Next Normal As the pilot for the industries, FHKI assumes an instrumental role in bridging industrialists with government leaders, business communities and key stakeholders from academic and research sectors to set the scene for Hong Kong's industrial development. At our 60 th Anniversary, FHKI organised the "Industrialist Forum 2020: Propelling to the Next Normal" in a virtual format for the first time in January 2021 and appealed to over 600 online audiences. The Forum invited the Honourable Mrs Carrie Lam, Chief Executive of HKSAR, as the Guest-of-Honour, rallying Mr Edward Yau, Secretary for Commerce and Economic Development, Mr Alfred Sit, Secretary for Innovation and Technology, and heavy-weight speakers from major chambers of commerce, public organisations and a local university under one roof to share their views on "Opportunities and Challenges under the Next Normal" and "Navigating the Next Normal via Collaborations". With more concise understanding towards latest business trends, industrialists are well-prepared to grasp the business transformation opportunities therein.
