W ith the outbreak of the COVID-19 pandemic, the global economy is experiencing a recession. Hong Kong exporters have been facing various credit risks, such as contract repudiation or bankruptcy of overseas buyers. Fortunately, the Hong Kong Export Credit Insurance Corporation (HKECIC) rolled out several batches of support measures since early 2020, including waiving annual policy fee and launching the “100% Credit Limit Top-Up Scheme”, to assist exporters and manufacturers in addressing these challenges. These measures have been welcomed by the industries. However, the key to the survival of exporters is not relying on the HKECIC’s support measures, but on making profits through export orders. Currently, major markets, including Europe and the US, are experiencing crises, and only the Mainland is still growing. Coupled with the “Inner Circle” of the Mainland authorities to stimulate the economy, more exporters are now interested in domestic sales. Therefore, we recommend the HKECIC allocate more resources to support the industry’s entry into the Mainland market. 在 新冠肺炎疫症打擊下,環球經濟出現衰退,導致本港出口商面對各類信用風險,例如海外買家不履 行合約或破產。幸而香港出口信用保險局(信保局)自今年初多次推出支援措施,例如豁免保單年 費,推出「百分百信用限額提升計劃」等,協助出口商及企業面對挑戰,有關措施廣受業界歡迎。惟對業 界而言,出口商存活關鍵並非在於信保局的支援措施,反而是能否透過出口訂單獲得利潤。現時,包括歐 美在內的主要市場均出現危機,只有內地仍維持增長。再加上內地政府推出「內循環」以刺激經濟活動, 自然將有更多出口商希望將產品內銷。因此,我們建議信保局調撥更多資源,增加力度以支持業界進軍 內地市場。 陳祖恒 Sunny Tan Suggested HKECIC to Allocate Resource for Facilitating Domestic Sales 信保局調撥資源 協助企業內銷 10-12/2020 | 9
