Dr Daniel Yip 葉中賢博士 美 國針對香港生產的商品出口到該國的 標籤政策改變引發業界關注。在新冠 疫情與中美貿易戰的雙重壓力下，預計本港 經濟將繼續承受一定壓力。因應新的經濟形 勢，「再工業化」有望為香港經濟復甦注入 新動力。工總期望傳統工業廠商能夠積極把 握「再工業化」帶來的智能生產及轉型升級 等新機遇。 資助計劃助力廠商轉型 工總多年來努力向政府爭取支持工業的 政策和措施。特區政府早前在「創新及科技 基金」下撥款20億元，推行「再工業化資助 計劃」，資助生產商在香港設立新智能生產 線。我們欣見政府回應業界有關「工業4.0」 等殷切訴求，推動香港「再工業化」發展。 該計劃亦將對香港製造業發展產生積極 促進作用。以近期港產口罩為例，不少廠商 將生產口罩的技術、機器以及品質檢測等配 套設備出口至海外，足以反映「香港製造」 在國際市場具有一定影響力。此外，香港食 T he change of the labelling policy for Hong Kong- made goods exported to the US has aroused the industry’s concern. Hong Kong is expected to continue to face economic headwinds resulting from the coronavirus epidemic and China-US trade tensions. In view of the current situation, re- industrialisation can inject new impetus into local economic recovery. The Federation of Hong Kong Industries (FHKI) hopes that manufacturers can proactively capture the new opportunities brought about by re-industrialisation and engage in smart production as well as transformation and upgrading. Funding Schemes Help Manufacturers Transform FHKI has for years spared no effort in advocating for policies and measures in support of industrial development. The Government earlier rolled out the HK$2 billion “Re-industrialisation Funding Scheme” under the “Innovation and Technology Fund” to subsidise manufacturers’ establishment of new smart production lines in Hong Kong. We are pleased to see the Government responding to the industry’s demands such as “Industry 4.0” and promoting the re-industrialisation of Hong Kong. The funding scheme will also help boost the development of Hong Kong’s manufacturing industry. Take the production of Hong Kong-made face masks as an example. Many local manufacturers have exported their technology, machinery and quality testing to overseas countries. This shows the “Made in Hong Kong” brand has certain influence in the international market. In addition, Hong Kong has advantages over other regions in three industries, namely food processing, recycling and microelectronics. I hope that manufacturers of these industries can make full use of the funding scheme to upgrade their business in response to global and local economic uncertainty.
