A s an emerging economy, Vietnam has on one hand attracted Hong Kong and foreign enterprises to set up plants in the country, and has on the other hand actively integrated into the ASEAN market. In the latter half, as of July 2020, the Vietnamese Government ratified the “First Protocol to Amend the ASEAN Trade in Goods Agreement”, so that goods made in Vietnam, once supported by proof of origin in accordance with the “ASEAN Trade in Goods Agreement” (ATIGA), can enjoy preferential tariffs and prior notifications of CO form of exporting ASEAN countries to authorities of importing ASEAN countries are no longer needed. In line with the “ASEAN-Wide Self-Certification Scheme”, which was previously added to ATIGA, the customs clearance of Vietnamese-made goods in the ASEAN market will be greatly accelerated, and related export costs will be reduced.
