DEPUTY CHAIRMEN’S VIEWS 宏勢微觀 T he increasing China-US tension has cast a gloomy outlook over the future of the advance electronic industry on the Mainland. The Mainland authorities have rolled out measures to support the development of the industry. In early August 2020, the State Council announced the “Notice of Issuing the Several Policies for Promoting the High-Quality Development of the Integrated Circuit Industry and the Software Industry in the New Era” to further the development of the integrated circuit industry and software industry. Manufacturers who develop integrated circuits with a width less than or equal to 28 nanometers, 65 nanometers or 130 nanometers will be eligible for policy support, such as financing by the funds of the Central Government and local governments, technical supports provided by the National Key Research and Development Projects. Manufacturers can also enjoy tax cuts for the next 10 years. We believe the measures will fuel the development of the advance electronic industries on the Mainland. Manufacturers of the industry are advised to make use of the measures to lower costs of production and financing. 近 年中美關係緊張，對內地高端電子產業構成負面影響，內地政府為扭轉高端電子產業的負面前景，推 出措施支持相關行業發展。國務院於2020年8月上旬發布《關於印發新時期促進集成電路產業和軟 件產業高質量發展若干政策的通知》，以進一步優化集成電路產業和軟件產業發展。該通知列明，如企業 在符合指定條件下發展寬度少於或等於28納米、65納米或130納米的集成電路，企業將獲得政策支持，例 如可透過中央及地方政府的基金協助融資、透過國家重點研發計劃提供技術支援，企業更可於未來10年 內享有稅務減免。我們相信有關措施將成為內地相關產業發展的重要動力，在內地發展高端電子產業的 港商宜密切關注，在考慮發展上述項目時，宜善用支援措施以降低生產及融資成本。 莊子雄 Steve Chuang Measures to Boost Mainland Microelectronics Industry 內地大力發展微電子產業 10 | 10-12/2020
