38 FHKI Annual Report 2014-15 CompliancewithHazardous Substances Controls In response to the increasingly stringent regulatory requirements on the use of hazardous substances, the Hong Kong Green Manufacturing Alliance of the FHKI, in association with the Hong Kong Productivity Council, has launched an 18-month support programme, with the aim of raising industries’ awareness on and adoption of the IECQ QC 080000 Hazardous Substance Process Management (HSPM) System. The programme features the following initiatives to enhance the industries’ understanding on the HSPM System: publishing fact sheets that cover 10 successful cases to share their compliance strategies and experience; two seminars were held to introduce practices and tools on hazardous substance process management to SMEs; issuing a bilingual, step-by-step Practical Guide to assist SMEs in adopting the HSPM System; two workshops were held to provide share experience on remedial measures in case of product non-compliance or product recalls; and outreaching the HSPM System and the Practical Guide to 10 industry/trade associations and activities were held to promote professional institutes. Eco ExpoAsia The ninth edition of Eco Expo Asia held in October 2014 attracted more than 300 exhibitors from 22 countries and regions. The Hong Kong Pavilion at the Expo was co-organised by the FHKI for the eighth year with funding support from the Environmental Protection Department. A total of 27 Hong Kong environmental companies and organisations set up 43 booths at the Pavilion to showcase a wide range of environmental technologies, services and products. These included treatment technologies for air pollution, wastewater and waste; technologies for recycling of wastes; equipment and technologies on energy efficiency; and environmental testing, certification and consultancy services. In addition, there was a dedicated area to facilitate business matching activities among Hong Kong exhibitors, buyers and other exhibitors. Several environmental talks were also held. IE Expo The IE expo held in May 2014 in Shanghai attracted over 880 exhibitors from 23 countries and regions. Funded by the Environmental Protection Department and organised by the FHKI, the Hong Kong Pavilion made its debut in the expo and was very well received. The Pavilion included 10 booths run by nine Hong Kong environmental companies to showcase a wide range of environmental technologies, services and products. It also provided good networking opportunities for exhibitors and visitors to make business contacts. ConcernonNewMainland Environmental Protection Law China’s revised Environmental Protection Law (EPL) came into effect on 1 January 2015. The updated EPL states that “environmental protection considerations must be incorporated with socio economic development plans”, and makes many important additions and revisions such as raising penalties significantly for violation and allowing non-governmental organizations to take legal action against polluters in the public interest etc. It is seen as the strictest environmental protection law ever promulgated in the Mainland. The FHKI sought to raise members’ awareness of the new legislative requirements through various channels. Besides inviting members to give comments and feedback on the provisions, the FHKI invited experts to share their insights at related events. Daniel Cheng, FHKI Deputy Chairman and Group 26 (Environmental Industries) Chairman, attended a forum on Mainland Environmental Laws organised by Hong Kong Green Strategy Alliance on 22 November 2014 and exchanged views with industry players on how to get prepared to rise up to the challenges posed by the EPL, and at the same time tap into potential business opportunities. In a luncheon held on 30 March 2015, Luther Wong, Group 26’s Vice Chairman, highlighted a number of key additions and updates to the EPL and assessed how they were likely to affect local businesses.
