28 FHKI Annual Report 2013-14 Protecting Intellectual Property Rights With over 20 years of professional experience, the FHKI’s Intellectual Property Centre (IPC) promotes intellectual property rights and their protection, and provides services on registration of trademark, patent, design and copyright depository in Hong Kong, the Mainland and overseas. In 2005, the FHKI set up the Hong Kong Coalition for Intellectual Property Rights to serve as a platform to share intellectual property information and experience. The IPC provides free professional consulting services for SMEs, entrepreneurs and designers to help them in formulating strategies on registration and protection of their creation. Over 400 inquiries were handled in the year. The IPC also participated in 11 international exhibitions organised by the Hong Kong Trade Development Council, including the Hong Kong Electronics Fairs, Inno Design Tech Expo and the Hong Kong Fashion Weeks, to provide consulting services on intellectual property rights. It also assisted the Hong Kong Trade Development Council in organising the “Business of IP Asia Forum” in December 2013. In tandem with efforts amongst the industries to leverage on technology, design and branding to upgrade their business, the Hong Kong Government is studying ways to promote Hong Kong as a premier intellectual property trading hub in the region. The IPC works closely with government departments and professional associations in organising intellectual property-related seminars to raise awareness of intellectual property protection. For example, a seminar, entitled “Developing Mainland Market - E-marketing and Intellectual Property Issues”, was co-organised with the Support and Consultation Centre for SMEs of the Trade and Industry Department and the Intellectual Property Department in February 2014 to brief participants on intellectual property protection in the Mainland. Training Services The FHKI’s Training Centre offers practical courses and training in the field of total enterprise management, innovation and design, intellectual property protection, branding, e-Commerce, human resources development, financial management and business negotiation. The training programmes aim to assist companies in improving operational efficiency and competitiveness. In the past year, the Centre organised over 160 programmes in Hong Kong and the PRD. In particular, the BUD-funded training project on e-commerce for Domestic Sales, which held its first training session in March 2014 with professional e-commerce operators as speakers, was very well received by participants. Trade Certification Services The FHKI runs four certification offices in Mong Kok, Tsim Sha Tsui, Central and Cheung Sha Wan for issuing the following certificates: • Certificate of Hong Kong Origin; • Certificate of Processing; • Form A; • Certificate of Origin - Re-export; and • Certificate of Origin - Transhipment. The FHKI also provides certification service for various types of commercial documents as well as services to facilitate traders’ application for consulate legalisation on commercial documents. Paper-to-electronic conversion service is offered for Certificates of Hong Kong Origin and Import/Export Trade Declarations.
